Rapport final du modèle iSDG Burundi : Exemple d'analyse des scénarios de politiques

This report supports the Government of Burundi in prioritizing the SDGs and its long-term vision of becoming an emerging country by 2040 and a developed country by 2060. The iSDG model was adapted to Burundi's social, economic and environmental dynamics, government capacity to use it for policy analysis was strengthened, and policy scenarios were tested together with the government. Three scenarios are compared: business as usual, a National Development Plan (PND) scenario that increases public spending by 20% over five years from 2023, and an optimistic scenario that maximizes performance on SDG 4 and indicators 8.1, 8.5 and 9.1. Under the PND scenario, average SDG achievement rises from 44% in 2022 to 48% in 2030, about 3 percentage points above business as usual, with the largest gains in water and sanitation (SDG 6), cities (SDG 11) and life on land (SDG 15). The analysis of synergies, dropout effects and return on investment identifies interventions in health, education, energy and the environment as SDG accelerators, and concludes that budget allocation to priority goals is necessary but not sufficient without policy packages that build on synergies.
