Pakistan Long-Term Low Emission Development Strategy Assessment

This report assesses the impacts of Pakistan’s Long-Term Low Emission Development Strategy (LT-LEDS) on economic growth, employment, social benefits and the environment, using the Millennium Institute’s iSD model. The analysis shows that the LT-LEDS results in a cumulative reduction of 1.6 billion tonnes of greenhouse gas emissions and a 19% annual reduction in emissions by 2050 compared with business as usual, driven largely by the decarbonization of transport, with electric vehicles surpassing fossil fuel vehicles by 2043. The rapid electrification of transport also increases electricity demand, which slows the shift to renewable sources. The strategy fosters economic expansion and, after initial employment reductions, long-term growth in industry and services. The report also assesses green jobs and a just transition, and the costs and benefits of implementation. It recommends aligning planned renewable generation capacity with expected electricity demand from electrification, strengthening emissions and efficiency standards in transport, industry and buildings, and using nature-based interventions to reduce agricultural emissions.
