Dialing Back: Overcoming the Threat Multipliers of Climate Change and Variability – Zambia National Human Development Report 2025
Zambia's eighth National Human Development Report focuses on climate change and variability as threat multipliers that undermine progress towards human development, the SDGs and Vision 2030, through declining agricultural production, slower economic growth, rising poverty and inequality, displacement from floods and droughts, food insecurity and weaker public health. The report documents rising temperatures, heavier rainfall events and longer dry spells in Zambia, together with projected trends under moderate to high emission scenarios. To quantify the impact of climate change on national development, it applies the Millennium Institute's Integrated Sustainable Development (iSD) model to the Zambian context and compares a baseline with a Climate Resilience Scenario based on the country's NDC and Green Growth Strategy. The analysis shows that climate action can raise the Human Development Index and SDG attainment, create jobs and boost growth, and it sets out policy recommendations for integrating climate resilience into Zambia's national development strategies.
