This report address three main questions defined by the stakeholder groups: (1) Which types of agricultural practices can more effectively contribute to the achievement of development objectives set by the government? (2) To which degree could development objectives be achieved with the implementation of a combination of promising policy measures? (3) What would be the overall development impact if Kenya implemented the Comprehensive Africa Agriculture Development Programme (CAADP) policy of increasing agriculture budget to 10% of the total government budget?
